The World Health Organization is seeking a Tobacco Surveillance Officer to support regional tobacco control, health promotion, and disease prevention initiatives across the WHO African Region. The role focuses on coordinating the Global Tobacco Surveillance System (GTSS), supporting alcohol and sugar-sweetened beverage (SSB) surveys, strengthening evidence generation, and monitoring tobacco control indicators across Member States.
This is a 12-month international UN Volunteer assignment with the possibility of extension, contributing to SDG 3: Good Health and Well-being.
Key Responsibilities
1. Tobacco Surveillance & Data Collection
- Provide technical support to Member States in planning and implementing youth and adult tobacco surveys.
- Support the design of survey methodologies, tools, and protocols.
- Strengthen surveillance systems to monitor tobacco use and emerging nicotine products.
- Support data collection for alcohol and sugar-sweetened beverage (SSB) surveys and global reporting processes.
2. Data Analysis & Evidence Generation
- Assist Member States in analysing tobacco surveillance data and interpreting trends.
- Support development of data dissemination mechanisms and evidence-based reporting.
- Contribute to data collection and validation for WHO Global Reports on the Tobacco Epidemic and Tobacco Use Trends.
- Support research, knowledge generation, and documentation of project lessons learned.
- Contribute to manuscript development and publication of programme results.
3. Tobacco Control Programme Support
- Support regional tobacco control policy analysis and programme monitoring.
- Develop technical products including reports, factsheets, guidance documents, presentations, advocacy materials, and policy briefs.
- Assist with dissemination and utilization of tobacco control resources across the region.
- Monitor progress against programme objectives and performance indicators.
4. Coordination & Stakeholder Engagement
- Participate in technical working groups, regional forums, and stakeholder meetings.
- Coordinate with governments, WHO country offices, and development partners.
- Support planning, implementation, monitoring, and reporting of regional activities.
- Prepare technical and administrative reports on tobacco-related issues and programme performance.
Requirements
Education
Bachelor’s degree in Medicine, Public Health, Epidemiology, or related field.
Preferred/Desirable Advanced Qualifications:
- Public Health, Epidemiology, Medicine, Health Sciences, Global Health, Biostatistics, Health Policy, Preventive Medicine, Community Health, Social and Behavioural Sciences.
Experience
- Minimum 3 years of relevant professional experience in public health, epidemiology, public policy, or socio-economic development.
- Experience managing or analysing public health data and surveillance systems.
Languages
- English (Fluent) – Required
- French (Fluent) – Required
Desired Skills & Technical Knowledge
- Public health surveillance and monitoring systems.
- Survey design, implementation, and evaluation.
- Data analysis and interpretation.
- Tobacco control policies and regulations.
- Knowledge of the WHO Framework Convention on Tobacco Control (WHO FCTC) and MPOWER measures.
