UNICEF works to promote and protect the rights of every child, with a particular focus on the most disadvantaged and excluded children and families. In Mozambique, UNICEF supports both development and humanitarian priorities, working with national and decentralized authorities to improve access to safe water, sanitation and hygiene, particularly for communities affected by climate-related shocks and public health emergencies.
The WASH Officer will be based at the UNICEF office in Quelimane, Zambezia Province, supporting the implementation and monitoring of WASH interventions across the province. The role will focus on programme implementation, monitoring and quality assurance, procurement and contract management, community engagement, capacity building, and data management and reporting.
Key Responsibilities
- Support implementation of WASH interventions in rural communities and small towns.
- Provide technical support for WASH in Schools (WinS) and WASH in Health Care Facilities (HCFs).
- Support planning and implementation of water supply systems in resettlement sites, host communities and other rural and urban settings.
- Support sanitation interventions, including Community-Led Total Sanitation (CLTS), market-based sanitation and sanitation voucher approaches.
- Conduct regular field monitoring visits to ensure technical compliance, quality, functionality and timely implementation.
- Support quality assurance for boreholes, handpumps and multi-use solar-powered water supply systems.
- Coordinate with government counterparts, implementing partners, contractors and other stakeholders.
- Support procurement and contract management, including technical specifications, tender documents, bid evaluations and monitoring of contractor deliverables.
- Facilitate community mobilization and provide capacity-building support to government staff, partners and community structures.
- Promote hygiene and sanitation behaviour change and sustainable operation and maintenance mechanisms.
- Support WASH data collection, verification and analysis and contribute to technical reports, situation updates and donor reporting.
- Contribute to WASH needs assessments, feasibility studies, hydrogeological surveys, Post Distribution Monitoring and KAP studies.
Profile Required
Experience:
Minimum of 3 years of relevant professional experience in:
- WASH programming
- Community mobilization
- Sanitation and hygiene practices
- Water and sanitation programme implementation and monitoring
- Community engagement and capacity building
- Data management and reporting
Strong computer skills, including Word, Excel and PowerPoint, are required, while familiarity with GIS applications and database management is an advantage. Experience working in humanitarian or development settings is also considered an asset.
Education:
- Bachelor’s degree in Sanitary Engineering, Environmental Engineering, Rural Engineering, Civil Engineering, or another WASH-related technical field with a strong focus on sanitation.
