About This Role

ZOA International—an international relief and recovery organization providing aid to conflict-affected populations—is recruiting a Manager of Operations (MoO) for its country program headquarters in Maiduguri, Borno State. This senior leadership role is responsible for overseeing multi-departmental operations—including Financial Management (50%), Logistics & IT (20%), Administration (15%), Security Management (10%), and HR (5%)—as well as managing partner financial capacity, donor compliance, and serving on the Country Management Team (CMT).

Key Responsibilities

  • Financial Management & Audits (50%): Develop country budgets, compile monthly/annual accounts, generate financial reports, oversee proposal budgeting, handle partner financial capacity building, review grant compliance, and lead internal/external audit responses.
  • Logistics & IT Management (20%): Enforce global logistics policies, oversee supply chain management, and manage IT system security, continuity, and infrastructure readiness.
  • Administrative Governance (15%): Maintain country manual policies, oversee procurement compliance, and enforce administrative standards in alignment with ZOA’s global quality management framework.
  • Security & Emergency Preparedness (10%): Serve on the Local Crisis Team, support the implementation of the Local Security Plan, ensure staff receive security briefings, and assist with security incident reporting.
  • HR Supervision (5%): Supervise local recruitment processes, ensure alignment with Nigerian labor laws and gender-sensitive policies, and manage mid-year and annual staff appraisals.

Requirements & Qualifications

  • Educational Background: Bachelor’s Degree in Financial Management, Accounting, Auditing, Business Administration, or a related field.
  • Experience: Proven senior operational and financial leadership experience in an international NGO or humanitarian sector, preferably in fragile or conflict-affected environments.
  • Core Competencies:
    • In-depth knowledge of donor rules, multi-currency budgeting, and partner grant management.
    • Strong understanding of logistics, IT, HR compliance, and field security protocols.
    • Analytical mindset with zero tolerance for financial non-compliance or fraud risks.
  • Language Skills: Fluent command of English (written and spoken); knowledge of Hausa or local Borno languages is an added advantage.
