Duties
- Serves as a staffing specialist on a human resources (HR) servicing team providing the full range of staffing services to assigned organizations.
- Serves as the primary point of contact for staffing activities and coordinates the use of various staffing systems with peers within the human resources office.
- Provides advice and assistance to managers, supervisors, and administrative officials on various personnel management issues, particularly staffing and pay.
- Advises and assists in the development of staffing methods, recruiting sources and methodologies, merit systems for placement and promotion activities, probationary practices, special employment programs, and staffing regulations.
- Validates positions filled through merit promotion and delegated examining processes adhering to the agency's merit promotion plan and merit system principles.
- Conducts analyses of applicant qualifications.
- Utilizes automated systems and databases to track, document, and maintain personnel records and generate HR work products.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (e.g. one year at the GS-07 grade level for consideration for the GS-09 grade level).
For the GS-09 level: Applicants must have one year (52 weeks) of specialized experience equivalent to the GS-07 level.
Resume must demonstrate at least 3 of the 5 areas below:
- Preparing and drafting vacancy announcements utilizing established guidelines.
- Coding routine personnel actions.
- Conducting research on federal human resources regulations, laws, and policies.
- Identifying personnel issues and advising managers and employees on routine federal human resources policies, procedures, and programs (e.g., Priority Placement Programs (PPP), Merit System Principles (MSP), Directives, etc.).
- Utilizing and updating human resources databases to reflect real-time data and ensure accuracy.

Successful completion of a masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to a masters degree or LL.B. or J.D.
OR
Combination of Education and Experience: You must have an appropriate combination of successfully completed graduate-level education and experience. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify.
For the GS-11 level: Applicants must have one year (52 weeks) of specialized experience equivalent to the GS-09 level.
In Addition To Meeting The Requirements For The GS-09 Level, Your Resume Must Demonstrate At Least 4 Of The 5 Areas Below:
- Determining applicant minimum qualifications and eligibility.
- Creating and issuing certificates of eligible candidates, ensuring the integrity and compliance of the selection process.

- Setting pay for various types of appointments and actions, ensuring compliance with federal pay-setting authorities.
- Advising management or program officials on Human Resources processes and personnel actions.

Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

GS-12 level: There is no educational substitute for specialized experience for this grade level.
