ROLE PURPOSE

The Human Resources/Administrative Coordinator is responsible for coordinating and supporting HR and administrative functions across the organization. The role provides practical, day-to-day human resource support to managers and staff, with a particular focus on the timely recruitment, selection, and onboarding of high-calibre employees. The coordinator serves as a key resource for managers and supervisors by providing guidance on HR policies, procedures, and best practices. The role also supports employee performance management, disciplinary processes, and employee relations matters, ensuring that all actions are handled fairly, consistently, and in compliance with organizational policies and applicable labour laws. Approximately 30% of the role involves field travel to provide HR support to field offices, monitor compliance with HR policies and procedures, and promote effective human resource management practices throughout the country programme. In the event of a major humanitarian emergency, the post holder may be required to work beyond the normal scope of the role and adjust working hours as necessary to support the organization’s emergency response efforts.

Key Areas Of Responsibilities

HR Strategy & Management

  • Support the Senior HR/Administration Manager to develop HR strategy, policy, and procedure for the Country Office.
  • Support in the regular review of the terms and conditions of employment and policies in line with HR Best Practices, local laws and changing situations.
  • Support in the regular review and update of the HR Manual for the Country Office.
  • Keep the Organogram for the Country Office updated.

Staff Recruitment & Deployment

  • Support line managers in reviewing job descriptions for new positions.
  • Support the Senior HR/Administration Manager with job evaluation and salary review processes.
  • Maintain a database of recruitment-related advertising agencies – including websites, professional forums, and costs.
  • Work closely with the Senior HR/Administration Manager and other stakeholders to ensure vacant positions are filled promptly as per SCI’s Safer Recruitment practices.
  • Assist the Senior HR/Administration Manager in training line managers on the recruitment process and ensuring more rigorous compliance with Safer Recruitment practices.
  • Ensure proper inductions are conducted in line with SCI’s processes
  • Follow-up and track participation in induction sessions and feedback to the Senior HR/Administration Manager
  • Work closely with the Country Management Team to develop a staffing plan
  • Preparing contract of employment for all staff complying with all HR Policies and practices, local labour law and Save the Children’s global policies.
  • Ensure proper procedures are implemented during separation e.g. exit interviews, clearance, proper documentation and communication, and preparing payment for verification.
  • Assist in the implementation of staff induction aimed at providing new staff with relevant information about the technical and social aspects of their work.
  • Serve as a Recruiter using all SCI recruitment platform.

Performance Management & Development

  • Ensure the implementation of efficient and effective performance management systems and procedures.
  • Follow up and remind line managers about the performance appraisal cycle and take appropriate actions as instructed (either confirmation letter, extension, etc.
  • Monitor performance reviews on Oracle HR and follow up with line managers to ensure goals and D2P conversations are uploaded for all staff.
  • Develop a training plan based on performance development needs and monitor its implementation.
  • Provide technical support as required on the performance management system and procedures.
  • Roll out HR-related programmes including relevant training and maintain a record of training conducted.

Team Building

  • Support the Senior HR/Administration Manager in building and maintaining strong team spirit within the HR team.
  • Provide good quality, appropriate and clearly communicated advice to line managers on HR issues.

Safeguarding

  • Support case management and investigations as assigned
  • Support staff in reporting concerns on Datix
  • Conduct disciplinary and grievance meetings as assigned

HR Operations and Administration

  • Ensure proper maintenance and management of the staff register and collate information on staff attendance
  • Work closely with the Finance Team to reconcile absence management with Agresso
  • Collate all information for payroll and attach relevant documents for submission to the Director of Support Services for review.
  • Make frequent visits to field operations to provide hands-on support to staff and line managers
  • Ensure high level of confidentiality regarding personnel data and ensure all employee information is kept up to date on Oracle HR and personnel files are secured.
  • Ensure all staff members are registered in the medical scheme and serve as a liaison between the service providers and staff.
  • Prepares monthly leave reconciliation and Departmental reports for the attention of your supervisor
  • Monitor the administration of guest houses, travel for staff, and cleaning
  • Ensure HR information is maintained and up to date with quality data which includes an efficient and effective manual and electronic Human Resources Information System.
  • Responsible for data management in HRIS or any other HR information system
  • Assist the Senior HR/Admin Manager in mediating conflict and grievance cases

Other Accountabilities

  • Comply with all relevant Save the Children policies and procedures concerning safeguarding, health & safety, code of conduct, Anti-Harassment, fraud & dishonesty, whistleblowing, and other relevant policies.
  • Undertake any training required to meet the objectives of the post.
  • Undertake any other duties of an equivalent nature as determined by the Senior HR/Administration Manager

Representation

  • Develop and maintain contacts with other key INGO, line ministries, and other stakeholders to promote the work of SCI in Sierra Leone
  • Participate in meetings and other functions as assigned

Qualifications And Experience

  • Bachelor’s degree in human resource management, Business Administration, or a related field.
  • Minimum of 2 years’ experience in a human resources or related role.
  • Good understanding of employee relations principles and workplace issues.
  • Sound knowledge of Sierra Leone labour and employment laws, as well as best practices in human resource management.
  • Excellent interpersonal and relationship-building skills.
  • Strong written and verbal communication skills in English.
  • Proficient in Microsoft Office applications and able to conduct internet-based research effectively.
  • Excellent attention to detail, organizational skills, and ability to handle confidential information with discretion.
  • Ability to work independently, take initiative, and manage tasks proactively.
  • Proven ability to manage multiple priorities and perform effectively under pressure in a demanding work environment.
