Position: HSE Officer

Reporting to: HSE Manager/ Project Manager

Primary Responsibility:

  • The HSE Officer is responsible for implementing, monitoring, and maintaining Health, Safety, and Environmental (HSE) systems at a single project site. The role ensures compliance with company standards and local regulations while promoting a proactive safety culture and supporting safe operational performance.

Location: Guinea-Conakry

Duties & Responsibilities

  • Assist the Project Manager and HSE Manager to enforce the company’s Health, Safety, Environment and Quality (HSEQ) policies.

HSE Implementation & Compliance

  • Enforce company HSE policies, procedures, and standards on site
  • Ensure compliance with local occupational health, safety, and environmental regulations
  • Implement and monitor site-specific HSE Management Plans
  • Support supervisors and workforce in meeting HSE requirements

Site Safety Management

  • Conduct routine site inspections and identify hazards
  • Participate in risk assessments and ensure control measures are implemented
  • Verify compliance with safe work procedures
  • Ensure proper use of HSE tools:
  • Toolbox Talks
  • Take-5 / Task Risk Assessments
  • Hazard Identification
  • JSEAs / JHAs
  • Pre-start inspections
  • Planned Task Observations (SPOT)

Incident Management

  • Report, record, and investigate incidents, accidents, and near misses
  • Assist in root cause analysis (e.g., ICAM or similar)
  • Track corrective and preventive actions to closure
  • Maintain incident records and statistics

Training & Awareness

  • Conduct HSE inductions for new employees and contractors
  • Deliver toolbox talks and safety training sessions
  • Provide coaching to supervisors and workers on safe practices
  • Promote safety awareness and participation across the site

Emergency Preparedness

  • Assist in the implementation of the site Emergency Response Plan
  • Participate in emergency drills and ensure workforce preparedness
  • Maintain emergency equipment and response readiness

Audit & Inspection

  • Conduct regular internal inspections and compliance checks
  • Support internal and external audits (ISO 45001, ISO 14001 where applicable)
  • Identify non-conformances and follow up corrective actions

Documentation & Reporting

  • Maintain accurate HSE records in compliance with company and regulatory requirements
  • Prepare daily, weekly, and monthly HSE reports
  • Ensure proper use and completion of all HSE documentation

Stakeholder Coordination

  • Support HSE meetings (daily briefings, weekly safety meetings)
  • Participate in Health & Safety Committee meetings
  • Liaise with clients to ensure adherence to HSE standards

Leadership & Culture

  • Lead by example in promoting safe behaviours
  • Encourage hazard reporting and workforce engagement
  • Reinforce safety as a core value at site level

Knowledge & Skills Required:

  • A minimum of three years’ experience working in a similar role
  • Experience working on a mine site and working with exploration drill rigs
  • Ability to develop and deliver presentations
  • Strong communication and interpersonal skills

Strong understanding of:

  • Risk assessment processes
  • Safe work procedures
  • Incident investigation techniques

Ability to:

  • Conduct inspections and audits
  • Deliver training and toolbox talks
  • Communicate effectively with workforce and supervisors
  • Basic computer skills (MS Office)
  • Ability to have a strong site precense and be able to have a positive influence on the workforce towards Health and Safety.
  • Practical problem-solving capability
  • Attention to detail and proactive hazard identification

Training & Education Required:

  • Diploma in Occupational Health and Safety (NEBOSH, BSC, SAMTRAC)

Certifications such as:

  • Incident investigation training (ICAM or similar – advantageous)
  • First Aid & Basic Fire Fighting
  • MS Office, Outlook, Word, Excel, and Power Point
  • Valid Driver’s License

Physical Requirements:

  • Must be fit and able to perform the inherent requirements of the job
  • Responsible for ensuring necessary vaccinations are kept updated
  • Able to work in remote or physically demanding environments
  • Willingness to work site hours and roster as required
