The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This position is located in UNEP’s Law Division, OzonAction Branch at the Nairobi duty station. Under the direct supervision of the Head of the OzonAction Branch, the incumbent will be responsible for the following duties:
1. Financial Management
- Provide corporate guidance to UNEP OzonAction finance staff, issue policies, and monitor compliance with established procedures.
- Oversee the timely processing of pledges and preparation of invoices for contributions, ensuring compliance with decisions of UNEP governing bodies and the Executive Committee of the Multilateral Fund.
- Oversee the timely and accurate recording of contributions and manage unidentified deposits in accordance with established policies and procedures.
- Prepare financial reports for donors, intergovernmental bodies, and legislative bodies.
- Manage the establishment of grants and monitor the financial lifecycle of projects, including the closure of projects, grants, and trust funds.
- Monitor cash and loan balances of grants.
- Ensure that UNEP financial records are accurate, up to date, and properly reflected in the Annual Financial Statements.
- Regularly analyse cash and receivable balances and review donor reports.
- Liaise with internal and external auditors by coordinating requests for information, following up on finance-related audit recommendations, and preparing reports for UN bodies.
- Review legal instruments related to donor and Implementing Partner agreements.
- Develop and manage a corporate approach to UNEP’s relationship with Implementing Partners.
2. Certifying Officer Functions
- Review and analyse data for the finalisation of cost estimates and budget proposals for extra-budgetary funded activities, including staff and non-staff requirements at Headquarters and in the field, as well as programme-related aspects.
- Support managers in elaborating resource requirements for budget submissions.
- Review, analyse, and provide input into the finalisation of programme budgets and their financial implications.
- Provide substantive support to relevant intergovernmental and expert bodies during budget reviews and assist in securing approval from the relevant governing bodies.
3. Budget Administration
- Issue allotments, including the redeployment of funds when necessary, ensuring appropriate expenditure.
- Monitor budget implementation and determine or recommend the reallocation of funds when necessary.
- Monitor expenditures to ensure that they remain within authorised levels.
- Administer and monitor extra-budgetary resources, including reviewing agreements and cost plans and ensuring compliance with regulations, rules, policies, and procedures.
- Prepare relevant documentation for budget performance submissions.
- Review budget performance reports and make appropriate recommendations, including analysing variances between approved budgets and actual expenditures.
- Lead the annual Financial Progress Report process and financial reporting to intergovernmental bodies and the General Assembly.
- Manage audit processes and monitor the implementation of audit recommendations.
4. General
- Keep up to date with documents, reports, and guidelines relevant to programme and budget matters.
- Ensure compliance with intergovernmental recommendations and decisions, as well as United Nations policies and procedures.
- Monitor and supervise the work of subordinate staff, as required.
- Collect and analyse data to identify trends and patterns and provide insights through graphs, charts, tables, and reports using data visualisation methods to support data-driven planning, decision-making, presentations, and reporting.
- Perform other related duties, as assigned.
Education
- An advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting, or a related area is required.
- A first-level university degree combined with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
- Successful completion of degree or non-degree programmes in data analytics, business analytics, or data science is desirable.
Work Experience
- A minimum of five years of progressively responsible experience in accounting, finance, budget, business administration, or a related area is required.
- Experience preparing and analysing financial statements using private- or public-sector accounting standards, such as International Financial Reporting Standards (IFRS) or International Public Sector Accounting Standards (IPSAS), is required.
- Experience working with Systems Applications and Products (SAP) or another Enterprise Resource Planning (ERP) system is required.
- Experience in data analysis, reconciliations, and reporting using Microsoft Excel is required.
- Experience managing and monitoring Implementing Partners of international organisations, including audits or financial spot checks, is desirable.
- Experience with the Grantor Management (Implementing Partner) Module is desirable.
- Experience managing external and in-house coordination at procedural and policy levels is desirable.
- Experience working in an international organisation, such as the United Nations or a similar international organisation, is desirable.
- Two or more years of experience in data analytics or a related area is desirable.
