Job Responsibilities
Develop and coordinate emergency preparedness operational activities, program documents, and operational activities related to food, agriculture, and animals as directed by the Emergency Preparedness Veterinarian, in consultation with the Animal Health Programs (AHP) veterinarians, and as approved by the State Veterinarian. Writes, updates and revises plans; prepares reports, Standard Operating Procedures, implementation/outreach plans; and supports training and operations related to emergency disease response and the Clemson University Livestock Poultry Health’s (LPH) State Emergency Response Team (SERT) responsibilities. Proposes and directs operational processes and capacities designed to test the validity of plans and LPH readiness and the Food/Agriculture Sector preparedness and resiliency. Occasional in-state and out-of-state travel required.
50% – Essential – Support LPH’s role in the State Emergency Response Team by serving on the Deputy Lead for the ESF-17 team and serve as one of LPH support staff for ESF-6. Participate in training and exercises for ESF-17, ESF-6, and the SERT as directed by the AHP Emergency Preparedness Veterinarian. Work with the Training & Exercise Coordinator to develop strategies for training, drills, exercises, and resources for the ESF17 team members, LPH’s ESF-6 support staff members, and other agencies and stakeholders as directed by the Emergency Preparedness Veterinarian.
30% – Essential – Support the creation and revisions of plans used by Animal Health Programs by working closely with the subject matter experts and the Training & Exercise Coordinator to facilitate the development of necessary documents and skills for animal disease response and animal disease traceability. Develop ways to operationalize plans and build capacity within situational constraints. In alignment with agency priorities, work with AHP staff to develop strategies and operational capacity for drills and exercises to test readiness and soundness of plans in LPH such as avian influenza, mass depopulation, and secure food supply plans. Draft documents and reports as directed. Other duties as assigned.
10% – Essential – Provide ESF 17 operational emergency response support and coordination during gubernatorial declarations of emergency according to the role LPH has in the SERT and established standard operating procedures. Participate in the LPH contagious disease response Incident Management Team during disease incidents.
10% – Essential – Provide necessary administrative support for the program and emergency activations. Manage financial tracking, grants (finance and reporting) as needed, and other duties as assigned. Some emergency responsibilities may extend beyond routine schedule and activities. Other duties as assigned.
Minimum And Additional Requirements
Education – 1st Bachelor’s Degree – Agribusiness and Public Health Licenses – Drivers License Class D normal < 26,000 Work Exp 3+ years Three years of relevant experience. Food/Agriculture (agribusiness) background, public health background (or equivalent), experience and skills in formal writing and project management and group facilitation. Preferred Qualifications Education - 1st Master's Degree Working in a food, agriculture, or public health field (e.g. agribusiness industry, animal science, biology/zoology, veterinary medicine, public health), working in teams, drafting formal documents/letters/articles, emergency management related to animals/food/agriculture/mass care, managing/facilitating diverse groups of people and audiences. Emergency management experience developing plans and operational response activities.
