Key Responsibilities
- Serve as a strategic advisor to the Director on technical, operational, and functional matters to strengthen the effectiveness and impact of the Division and UNEP.
- Support the Director in overseeing the Division’s programmatic and administrative functions, including:
- Budget preparation and reporting
- Financial and resource management
- Donor relations and resource mobilization strategies
- Workforce planning and management
- Lead the provision of secretariat services to the Budget Steering Committee, which advises the Executive Director on the projection, allocation, and monitoring of UNEP’s core and softly earmarked resources.
- Periodically review UNEP’s Supplementary Financial Rules to ensure alignment with United Nations Financial Regulations and Rules and related internal policy guidance.
- Represent UNEP in inter-agency budget and finance networks, ensuring the organization remains informed of strategic developments and proposing solutions tailored to UNEP’s needs.
- Direct and oversee the organization of meetings, seminars, and other forums on substantive and strategic issues.
- Manage, mentor, develop, and train staff under supervision, while also overseeing corporate-wide training initiatives.
- Promote collaboration, teamwork, and effective communication within the Division and across organizational boundaries.
- Support the review and redesign of cross-divisional processes to improve efficiency, simplify procedures, and maintain strong internal control frameworks.
- Ensure all Division outputs meet high-quality standards and are clear, objective, evidence-based, and aligned with organizational mandates.
- Oversee the quality assurance of outputs produced by supervised sections before finalization.
- Develop and refine processes supporting the Division’s work programme, including priority setting, resource allocation, and timely delivery of outputs.
- Lead the preparation and coordination of reports and documentation for intergovernmental and governing bodies, including:
- Committee of Permanent Representatives (CPR)
- UN Environment Assembly (UNEA)
- Advisory Committee on Administrative and Budgetary Questions (ACABQ)
- Committee for Programme and Coordination (CPC)
- Economic and Social Council (ECOSOC)
- United Nations General Assembly
- Other relevant policy-making bodies
- Engage with stakeholders across the UN system to support UN reform initiatives and strategic partnerships.
- Lead data collection and analysis efforts, providing insights to support evidence-based planning, decision-making, reporting, and performance management.
- Foster a culture of data accessibility, integration, and knowledge sharing across the organization.
Required Experience
- At least 15 years of progressively responsible experience in:
- Financial management
- Administration
- Budget management
- Internal control functions
- This experience must include:
- Leadership responsibilities
- A minimum of 10 years managing Implementing Partners, multi-stakeholder Trust Funds, and financial and budgetary reviews
- Extensive experience applying United Nations Financial Regulations and Rules, or equivalent trust fund management frameworks
- A minimum of 5 years of experience leading and implementing organization-wide financial strategies, including:
- Change management initiatives
- Programme Support Costs (PSC) or equivalent frameworks
- Reporting to internal and external stakeholders
- A minimum of 10 years of experience leading multidisciplinary professional teams in budget and financial management.
Desirable Experience
- At least 5 years of experience applying IPSAS standards, contributing to IPSAS-related policies, and preparing annual financial statements for the United Nations or similar international organizations with multiple funding sources.
- At least 3 years of experience supporting intergovernmental budgetary and policy processes, including:
- Preparing and presenting budgets
- Developing financial documentation and policy proposals
- Supporting discussions with UNEA, ACABQ, CPC, the Fifth Committee, and related bodies
- Assisting negotiations on international environmental agreements
- At least 2 years of experience designing and delivering training, guidance, or capacity-building programmes related to financial and legal arrangements for Implementing Partners.
- Experience using:
- Enterprise Resource Planning (ERP) systems
- Business Intelligence (BI) tools
- Financial management and accounting systems
- Donor reporting and data analytics platforms
- Experience in data analytics or related disciplines.
Education
- An advanced university degree (Master’s degree or equivalent) in: Business Administration/Public Administration/Finance/Accounting/Management/ Social Sciences
- A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
- Completion of degree or non-degree programmes in: Data Analytics/Business Analytics/ Data Science is desirable.
Languages
- English is required.
- Knowledge of French or Spanish is desirable.
