We are seeking to recruit a Country Lead for an upcoming USG-funded project in Sierra Leone, scheduled to commence in September 2026. The Lead will serve as the local point of contact for the USG Department of State as well as lead country project implementation. The position will report to the Regional Technical Advisor, under the overall supervision of the Project Director. This is a locally recruited position and does not include relocation assistance or expatriate benefits. Applicants must have the legal right to live and work in Sierra Leone.

Scope of Work

The Country Lead will provide strategic leadership, management oversight, and technical direction for all project activities in Sierra Leone. The position will serve as the primary in-country representative and provide senior-level expertise in one or more priority areas, including health informatics, public financial management, government-to-government (G2G) financing, health policy development and implementation, and domestic resource mobilization advocacy. The Country Lead will exercise significant judgment and discretion within established policies and practices to determine appropriate approaches, methodologies, and solutions for achieving program objectives. Working closely with the project’s global team, the incumbent will lead the development and execution of annual work plans, oversee implementation progress and budget performance, and ensure timely delivery of program results. The position will work under the strategic guidance of the Regional Technical Advisor and Global Technical Director to ensure high-quality technical assistance, effective stakeholder engagement, and achievement of project outcomes.

Key Responsibilities

  • Serve as the primary liaison with the U.S. Department of State Embassy and the Government of Sierra Leone (GoSL), ensuring alignment with USG and Ministry of Health priorities and resource requirements.
  • Provide strategic technical leadership in health policy, health systems strengthening, data use, and resource mobilization to support project objectives.
  • Lead overall project planning and management, including annual workplans, budgets, staffing, and performance improvement initiatives.
  • Ensure timely, high-quality implementation of project activities in line with approved plans and budgets.
  • Coordinate with global and regional technical teams to mobilize specialized expertise and strengthen local partner capacity as needed.
  • Maintain regular communication with USG Embassy team, GoSL, and other stakeholders on project progress. Respond to questions and concerns and escalate these to the regional technical advisor as needed.
  • Oversee local partners and consultants to ensure delivery of high-quality technical assistance and capacity-building support to the Government of Sierra Leone.
  • Lead results measurement, reporting, and knowledge management, ensuring the production of high-quality reports, success stories, and technical deliverables.
  • Ensure sound financial management, compliance, and stewardship of project resources in accordance with Palladium and USG requirements.
  • Supervise, mentor, and manage staff performance, including recruitment, professional development, and employee relations processes.
  • Ensure compliance with organizational policies, SOPs, security protocols, and project management requirements.
  • Proactively build and maintain strong relationships with USG Embassy Teams, government counterparts, development partners, private sector actors, and implementing partners.
  • Perform other duties as may be required to support the successful delivery of the Sierra Leone country program

Education Qualification

The candidate must have a minimum of master’s or PhD Degree in public health, health economics, health informatics, statistics, data science, economics, finance, health policy, or related discipline.

Knowledge And Experience

  • Minimum of 10 years of progressively responsible professional experience in health informatics, health policy, health financing, resource mobilization, public financial management (PFM), or related fields.
  • At least 3 years of experience in a project leadership role, preferably on a U.S. Government (USG)-funded project. Experience in project financial and budget management, as well as familiarity with USG rules and regulations, is highly desirable.
  • Demonstrated experience in health policy engagement, advocacy, and stakeholder coordination.
  • Excellent interpersonal, communication, writing, presentation, and organizational skills, with the ability to produce high-quality technical products and deliver measurable results.
  • Strong analytical, problem-solving, financial, and evaluation skills, with the ability to translate evidence into actionable recommendations.
  • Proven ability to manage multiple priorities, work under tight deadlines, and maintain a high level of accuracy and attention to detail.
  • Demonstrated ability to build and sustain effective working relationships with government institutions, national counterparts, academic institutions, development partners, and other key stakeholders.
